Wash the chicken, salt and pepper. Add paprika, mustard, mayonnaise or sour cream, dried garlic, or you can squeeze 1-2 cloves of fresh garlic. Mix everything well and leave it on the table for 20 minutes.
Grind onions and carrots. Fry in a pan with vegetable oil. When the onion becomes transparent, add the washed rice. And fry it with vegetables for 5 minutes.
Pour rice into the bottom of the baking dish and spread over the entire surface. Add salt. Pour in water and lay the chicken on top.
